How are Foreign Military Sales shipments packed and marked?
The shipper packs materiel for the whole journey to its ultimate destination, to military packing levels or best commercial practice for the mode of shipment, and wood packaging must meet the international phytosanitary standard. Each package carries a military shipping label with the , the , the transportation priority and the ship-to and mark-for addresses, so that a or the receiving country can clear and route it. Missing or wrong markings leave the cargo frustrated until the shipper corrects them.
Packing
The standard terms and conditions (Section 5.1) state that defense articles will be packed and crated prior to the time that title passes. This packaging is done in accordance with Military Standard (MIL-STD) 2073-1E, Department of Defense Standard Practice for Military Packaging. The , Section C7.8, requires shipments to be packed to not less than Military Level A/B, or in accordance with best commercial practices for the mode of shipment selected. Additional special packing is available as an additional service for an additional fee.
Marking
Address markings shall be in accordance with MIL-STD-129, Department of Defense Standard Practice for Military Marking, and Chapter 208. DoW shippers and commercial contractors and vendors making shipments to overseas locations must use the DD Form 1387 shipping label with bar-coded data. In addition to DoW prescribed markings, shipments must be marked with and in-country, clear-text addresses when applicable. Each package should indicate shipment priority in such a manner that the will know the onward shipment requirements. The , , and the item dollar value are also required for and customs export requirements.
Packing and shipping facilities must ensure that packing documentation, hazardous certification, and case identification are properly affixed to the container. Shippers must pack and mark materiel (to include certifying hazardous materiel) for transport through to its final destination. Additionally, it is essential that the online system be used to create the clear-text address on the shipping label. If not, items could be shipped to the wrong ship-to or mark-for addressee.
Consolidation
issues from a stock point to a given addressee will be consolidated for shipment purposes to the greatest extent possible consistent with customer requirements. Consolidation of line items into containers or shipment units will be limited to the same U.S. sponsoring service, the same case designator, the same “Mark-for” and “Ship-to/” locations, and the same priority designator (designators 01-08 may be mixed but not with lower priorities). When items are consolidated, the container should be marked to indicate a consolidated shipment.

Case Identifier
A unique six-digit identifier assigned to an Foreign Military Sales case for the purpose of identification, accounting, and data processing of each Letter of Offer and Acceptance. The case identifier consists of the two-letter country code, a one-letter designator for the Implementing Agency, and a three-letter case designator.

Transportation Control Number (TCN)
A 17-character data element assigned to control and manage every shipment unit throughout the transportation pipeline and for payment processing. The TCN for each shipment unit is unique and not to be duplicated within the Defense Transportation System during the life cycle of the TCN. See Defense Travel Regulation Part II, Appendix L for additional information on proper TCN construction.

Freight Forwarder
A commercial import/export company registered with the Department of State, Bureau of Political-Military Affairs, Directorate of Defense Trade Controls and under contract to the Foreign Military Sales customer which arranges transportation of materiel from a point specified in the Letter of Offer and Acceptance to the final destination.

The 13-digit unique code is assigned to an item of supply that is repeatedly stocked, stored and issued throughout the federal supply system. It’s assigned at the request of the military services, certain federal or civilian agencies and foreign friendly countries.
