How does Foreign Military Sales billing work?
After the , a purchaser pays against bills. The Defense Finance and Accounting Service sends the DD Form 645, Billing Statement, every quarter; it asks for enough cash to cover costs already incurred and those expected through the next quarter, and the amount billed — not the case — is what the purchaser owes. Payments typically fall due by the 15th day of March, June, September, and December.
How does Foreign Military Sales billing work?
The AECA Sections 21 and 22 provide the legal basis for billing policies and procedures. case billing involves many actions but can be viewed as one of two processes. First, the agency provides a commodity or service, from either DoW stock or contractual sources, and then bills the international partner’s or program’s account managed by via a performance & delivery report transaction. Second, sends the international partner the DD Form 645, Billing Statement.

This billing timeline cycle must be taken into consideration during the computation of the period and any quarterly payments thereafter.
The payment dates shown on the payment schedules must be compatible with the billing cycle.

List of dollar amounts and when they are due from the foreign customer. The payment schedule is included in the Letter of Offer and Acceptance (LOA) presented to the customer. After acceptance of the LOA, the payment schedule generally serves as the basis for billing to the customer. Changes in the estimated costs of an Foreign Military Sales case may require changes in the accompanying payment schedule.

Implementing Agency (IA)
The military department or defense agency responsible for the execution of military assistance programs. With respect to FMS, the military department or defense agency assigned responsibility by the Defense Security Cooperation Agency to prepare an LOA and to implement an FMS case. The implementing agency is responsible for the overall management of the actions that will result in delivery of the materials or services set forth in the LOA that was accepted by a foreign country or international organization.
