What is Socium?
Socium is the Department of War's system of record for activities: the programs and their activities are planned, logged and monitored in it across their whole lifecycle. owns it, and offices, combatant commands, the Military Departments and other implementing agencies use it. It replaced the Global-Theater Management Information System (G-TSCMIS).
What Socium does
“Socium” (non-acronymous) is an activity lifecycle management system that plans, executes, monitors, and evaluates activities. This system is owned and maintained by the and is to be used by , GCCs, , , Regional Centers, and other entity that looks to track the lives of activities.
Its original premise was to replace the Global-Theater Management Information System (G-TSCMIS), however Socium’s scope is substantially broader than the legacy system. It expands upon G-TSCMIS’ event record management by (1) building and streamlining the approval process for Significant Initiatives (SSCIs) or strategic alignment, (2) version control, collaboration, and development of the Training and Equipment Lists (TELs), (3) converting prose into structured data to enable business analytics, (4) archiving, uploading, and searching community documentation to aid knowledge transfer and records management, (5) centralizing an assessment, monitor, and evaluation (AM&E) framework to house pertinent data points to improve execution, and (6) interfacing with other Authoritative Data Sources to increase knowledge and reduce data-entry.
Socium’s functionality is determined by the user’s role within the application. Users can either view the data or edit the data. “Activity Planners” are tasked with creating and monitoring activities along with “Contributors” they choose to assist them along the way. “Reviewers” are charged with vetting activity data and determining its adequacy for progress along its life cycle. Additionally, there are additional user roles that simply allow users to view all the data that is there. This falls in line with the notion that all users within Socium can view all of its data.

Defense Security Cooperation Agency (DSCA)
An agency, under the authority, direction, and control of the Under Secretary of Defense for Policy (USD(P)), that directs, administers, and provides DoD-wide guidance to the DoD Components and DoD representatives to U.S. missions abroad for the execution of DoD security assistance and security cooperation programs over which DSCA has responsibility, in accordance with Chapter 32 and Chapter 39 of title 22 U.S.C., DoD Directive (DoDD) 5132.03, other laws, and DoDD 5105.65.

Implementing Agency (IA)
The military department or defense agency responsible for the execution of military assistance programs. With respect to FMS, the military department or defense agency assigned responsibility by the Defense Security Cooperation Agency to prepare an LOA and to implement an FMS case. The implementing agency is responsible for the overall management of the actions that will result in delivery of the materials or services set forth in the LOA that was accepted by a foreign country or international organization.

Combatant Command (CCMD)
A unified or specified command with a broad continuing mission under a single commander established and so designated by the President, through the Secretary of Defense and with the advice and assistance of the Chairman of the Joint Chiefs of Staff. Also called CCMD.

Security Cooperation Information Portal (SCIP)
A DSCA-managed web-based tool for international purchasers, purchaser agents (e.g., freight forwarders), and USG personnel with appropriate permissions that provides information on U.S. Foreign Military Sales Letters of Offer and Acceptance and other key Security Cooperation programs and processes. The data is sourced from Defense Security Assistance Management System and the Military Department's case execution systems.
