What is a Foreign Military Sales case review?

Every case is reviewed at least once a calendar year. Beyond that annual case-level review, the U.S. Government and the purchaser meet in reviews at several levels: a for one , service-level reviews chaired by the , and country-level reviews chaired by , such as the Financial Management Review of the purchaser's whole program.

Case reviews and program management reviews

The annual case review

FMR Volume 15, Chapter 4, Section 040203.03, and C16.2.3.1 require that all cases be reviewed at least once annually (i.e., once per calendar year) per the following:

  • Anniversary of basic case implementation
  • Preparation for a formal review with the international partner
  • Case value adjusts by 10 percent or more

The Financial Management Review

The Financial Management Review program constitutes a country-level review of an international partner’s total program (i.e., all the international partner’s cases), taking into account current and projected requirements and anticipated resources, including grants, grants, and budgeted international partner’s funds.
